What floor are you replacing?

St. Petersburg has Craftsman bungalows a hundred years old, 1950s ranch houses a few feet above the bay, and condo towers downtown. The 2024 storms reached a lot of them, so the question here is often what goes back down, not just what looks good.
Historic Kenwood, west of downtown between 1st and 9th Avenue North, has more than 2,200 historic buildings, most put up between 1912 and 1945, and bungalows make up more than half of them. The Old Northeast and Snell Isle add Mediterranean-style homes from the early 1900s. A house that old may sit on a wood-framed floor instead of a slab. Vinyl plank works over either one, but on a framed floor the installer checks for soft boards, squeaks and door clearances at the measurement, before anything is ordered.
Shore Acres is the other side of the story. It was built out in the 1950s on low land by the bay, and most of its single-story houses sit only a few feet above sea level. Hurricane Idalia damaged more than 1,200 homes there in 2023. About a year later, Helene pushed more than six feet of surge into the neighborhood, the highest on record there, and hundreds of houses took four feet of water or more. Two years on, some families are still rebuilding.
After a flood, the drying crew goes first and the flooring crew goes last. A slab that still holds water will push moisture up under any new floor. Once the house is dried out, a rigid SPC plank is a sensible choice for a ground floor near the water. It is waterproof, it doesn't swell the way laminate or carpet pad does, and a 20-mil wear layer holds up to sand, dogs and kids for 20-plus years.
Two rules are worth knowing before you pick a floor. In a flood zone, heavily damaged homes can fall under the federal rule that requires elevation once repairs pass about half the home's value, so talk to the city's building department first. And if you own a condo, your association sets the sound rules. The Florida Building Code minimum between units is IIC/STC 50, and many buildings ask for more.

St. Petersburg Flooring Questions
Our Kenwood bungalow has a wood floor on a framed base, not a slab. Will vinyl plank work?
In most cases, yes. Vinyl plank can go over a framed wood floor as long as it is solid and fairly flat. At the free measurement the installer walks the floor for soft spots, loose boards and squeaks, checks the height at each door, and tells you what needs fixing before the planks go down.
Does Kenwood's historic district status affect new floors inside the house?
Kenwood is on the National Register, and parts of it sit inside local historic districts. The local review covers exterior work, so interior flooring is usually not what they look at. Rules can change, though, so if your house is in a local district, a quick call to the city's historic preservation office before you start is worth it.
Shore Acres flooded again. Is it worth putting down new flooring at all?
That's a fair question after four floods in a few years. A waterproof SPC plank won't stop water coming in, but it won't swell or delaminate the way laminate does once the house dries out. Many owners in flood-prone streets choose it for that reason. The house has to be fully dried before anything new goes down.
Does new flooring count toward the 50 percent rule after a flood?
It can. Pinellas County counts interior finishes, materials and labor when it adds up repair costs against a home's value, and the threshold it uses is 49 percent. St. Petersburg runs its own review inside city limits, so ask the city's building department how it treats flooring before you sign anything.
Can we put vinyl plank in our downtown St. Pete condo?
Usually, but the association decides. Most condo boards have sound rules for hard floors, and the Florida Building Code minimum between units is IIC/STC 50. Many buildings ask for higher numbers.
