Hillsborough County floors: old bungalows, bay surge and a river that rose
Hillsborough holds almost every kind of Florida house we work on. Tampa's oldest neighborhoods go back to the 1880s, and many of their bungalows sit on wood framing over a crawl space. Plant City has two National Register residential districts near its downtown. Floors like those take vinyl plank well once the joists and subfloor are sound, so the installer checks for sag, soft spots and old termite damage at the free measurement.
Move out from the old centers and the houses get younger. Brandon and Valrico filled in with slab ranch homes in the 1970s and 1980s, and plenty of them still have their first tile, which means scraping thinset before the new floor goes down. Riverview and Lutz grew later still, with two-story houses whose upstairs rooms sit on wood. In the south county, Sun City Center has been a 55+ community since the early 1960s, with villas and condo buildings where associations set the sound rules.
Water decides a lot here. In 2024, Helene's surge crossed Davis Islands and closed Bayshore Boulevard, and Milton followed two weeks later to make it Tampa's wettest year on record. Milton also sent the Alafia River to its highest level at Lithia since 1933, and homes in Riverview and Valrico flooded. We don't do water removal. Tampa runs from 1880s streets just north of downtown to bayfront islands that took storm surge in 2024. The floor under a Tampa house might be century-old wood framing or a concrete slab a few feet above the bay, and waterproof vinyl plank can go over both.

Does it matter whether my house is on a slab or a raised wood floor?
It changes the prep, not the product. On a slab, the installer checks for moisture and low spots. On a raised floor in an older Tampa or Plant City house, the check is for sagging joists, soft boards and squeaks. Vinyl plank can only be as flat as what's under it, so any repairs happen first.
Our home near the Alafia flooded after Milton. What's the order of work?
Drying comes first, then the walls and any repairs your permit covers. We rebuild floors after the area is dry, we don't do water removal. The installer tests the slab for moisture at the measurement. When it's ready, an SPC plank goes back down, because it won't swell if the river comes up again.
We live in an attached villa in Sun City Center. What about sound rules?
Most associations with shared walls or floors have hard-floor rules. Between units, state code sets a minimum of IIC and STC 50, and plenty of associations set a higher bar. Have a copy of the written rules at the measurement, and the installer picks an underlayment that meets them. The board still makes the call, and we can't speak for it.
Our 1980s Brandon or Valrico house still has its original tile. Does it have to come out?
Not always. Flat, well-bonded tile can sometimes stay under a floating plank. Hollow or cracked tile comes up, and the slab is scraped and leveled. Kitchens need a closer look, since the old tile often runs under the cabinets and affects how the dishwasher fits. The installer checks all of it before quoting.
Can vinyl plank go upstairs in a newer two-story house?
Yes. Upstairs rooms in newer Riverview and Lutz homes usually sit on a wood subfloor, so the installer checks those for squeaks and flat spots, along with the slab downstairs. The same plank can run through both floors. Stairs take longer, since each tread and riser is fitted separately.
How much does vinyl plank cost in Hillsborough County?
